Nuova Autostrada Orte-Cesena-Mestre: un progetto ad elevato impatto ambientale

Il nuovo progetto autostradale ad elevato impatto ambientale Orte-Cesena-Mestre è stato inserito dal Governo Monti fra le opere prioritarie da realizzare in project financing con gli incentivi fiscali previsti dalla legge 183/2011. Tutto questo emerge dalle linee guida all’Allegato Infrastrutture 2013-2015″.
A fronte di queste notizie, il Sindaco di Cesena Paolo Lucchi e il Presidente della Provincia di Forlì-Cesena Massimo Bulbi non hanno perso tempo per sollecitare il Ministro delle Infrastrutture e Trasporti Corrado Passera alla realizzazione celere di questa grande opera infrastrutturale.
A livello nazionale e locale i fautori di questa nuova autostrada sono il P.D. e il P.D.L., uniti “amorevolmente” per uno “sviluppo insostenibile” a favore della mobilità su gomma. Il progetto prevede la realizzazione dell’autostrada Orte – Cesena – Mestre mediante il ricorso alla finanza di progetto con i privati: l’ANAS ha scelto il raggruppamento di società composto da Gefip holding legato al parlamentare europeo del PDL Vito Bonsignore, col l’appoggio del banchiere cesenate Davide Trevisani.
L’autostrada attraverserà cinque Regioni (Lazio, Umbria, Toscana, Emilia Romagna e Veneto), 11 province e 48 comuni; il tracciato prevede solo in parte la riqualificazione della E-45, si sviluppa in parallelo alla SS 309 Romea e ha numeri da brivido: 396 km di lunghezza, 139 km di ponti e viadotti, 64 km di gallerie, 20 cavalcavia, 226 sottovia, 83 svincoli.
Questa nuova autostrada provoca gravi danni ambientali a carico di importanti zone di interesse storico, paesistico, ambientale (es. Parco del delta del Po, Valli di Comacchio e Mezzano, Laguna sud, Riviera del Brenta, Parco delle Foresti Casentinesi, valli dell’Appennino centrale).
Comporta un elevato consumo di suolo, per la maggior parte libero, e il frazionamento di numerosi fondi agricoli.
Favorisce la cementificazione delle aree libere attraversate o adiacenti agli svincoli.
Privilegia ancora una volta il trasporto su gomma a scapito di quello ferroviario e marittimo, più sostenibili.
E’ inutile in quanto i flussi di traffico attuali e futuri che interessano la SS 309 Romea e la E-45 non giustificano in alcun modo la costruzione di un’altra autostrada che diventerebbe di fatto un doppione della A-1 e della A-14/A-13.
E’ un enorme spreco di denaro pubblico: con di 10 miliardi di euro (di cui 1,4 miliardi pubblici e 8,6 miliardi anticipati dai privati della lobby legata a Vito Bonsignore, europarlamentare del PDL, con sponsor politici del PD) l’Autostrada Orte-Mestre è l’opera in assoluto più costosa. Meno della metà dei soldi destinati alla Mestre-Orte sarebbero sufficienti per sanare il dissesto idrogeologico dell’intero Paese.
Gli ecologisti propongono alternative credibili, meno costose, meno impattanti e facilmente realizzabili: la messa in sicurezza della SS 309 Romea: il progetto di autostrada Orte-Mestre non prevede alcun intervento per la messa in sicurezza della Romea, una delle strade più pericolose d’Italia. Il rifacimento del manto stradale, la predisposizione di corsie di emergenza, di piazzole di sosta, il miglioramento della segnaletica, la eliminazione degli incroci a raso, sono interventi possibili in 2-3 anni e con spese molto contenute.
Messa in sicurezza della E-45: anche questa arteria, vecchia e pericolosa, e perennemente cantierizzata, richiede interventi definitivi di riqualificazione, senza la sua trasformazione in autostrada. Il progetto di ANAS prevede per questo tratto delle varianti estremamente impattanti, soprattutto in corrispondenza del nodo di Perugia; inoltre il potenziamento di questa arteria costituirà un potente attrattore di traffico con gravi ripercussioni ambientali per le valli dell’Appennino centrale.
Potenziamento del trasporto ferroviario: la ferrovia costituisce una valida alternativa alla gomma, sia per il trasporto delle merci che dei passeggeri. In alcuni casi, gli stesi enti che promuovono la Orte-Mestre, finanziano allo stesso tempo progetti per lo sviluppo o il potenziamento di tratte ferroviarie lungo la medesima direttrice (es. collegamento Venezia-Chioggia, riapertura della linea Civitavecchia-Orte).

Comunicato delirante e contraddittorio:
1) è proprio la pericolosità della romea a suggerire che l’autostrada serva, anche se poi si sostiene che il traffico attuale “Non giustifica”.
2) il traffico attuale è poco proprio perchè scomodo e si riversa tutto sulla a13, gli utenti non sono eroi.
3) bologna esplode, un’opera che dal nordest percorre l’adriatico sarebbe mannna dal cielo. e non si capisce perchè per non fare una normalissima autostrada in pianura (senza tunnel etc) bisogna sacrificare, ancora di più, bologna. la quale più che ospitare 12 corsie tra tangenziale, autostrade, e svincoli di ogni genere, non può. immagino che ci scrive questi comunicati non viaggi e nemmeno ascolti isoradio in un giorno qualsiasi della settimana.
4) si sostiene che il traffico attuale “non giustifica”, quando invece proprio i ltraffico attuale su a1 (soprattutto) a13 a14 è un grido di disperazione.
5) il timore fondato di mafia e appalti truccati, andrebbe bilanciato da controlli in questo senso, non dal dire no a ogni cosa.
Caro Francesco, leggo a distanza di anni il tuo intervento e provo invece ad esporti il mio punto di vista.
1) Sicurezza della Romea: la realizzazione dell’Autostrada non andrà ad intervenire sull’attuale stato di fatto della Romea. Il tracciato autostradale sarà invece limitrofo alla Romea. Dalle analisi di traffico, eseguite nelle varie relazioni di VIA, si nota come il 50% dei veicoli leggeri tenderà a rifuggire dalla autostrada per riversarsi sulla viabilità locale. In aggiunta, una strada non sicura a fronte delle deficienze intrinseche che presenta (incroci a raso, corsie di larghezza ridotta, etc.) e delle attitudini degli utenti (l’incidentalità è anche legata alla tendenza a superare i limiti velocità in precisi punti della Romea), non può diventare più sicura semplicemente considerando che sarà soggetta a minor traffico. Semplicemente rimane meno trafficata, ma non sicura. A questo proposito ti consiglio di osservare alcune precisazioni riportate nel lavoro del Prof. Benedetto.
2) I flussi di traffico sono fortemente influenzati da numerosi fattori, tra cui la componente costi, la lunghezza del tragitto, gli eventuali servizi offerti, etc. Un’autostrada può fare meno gola però di una strada senza pedaggio, seppur più scomoda e pericolosa. E’ un’analisi complessa, che talvolta anche i modelli più complessi possono solo intuire. Il traffico che interessa la Romea, in aggiunta è composto da varie componenti, con percentuali che variano in base alla stagione. E’ quindi opportuno creare infrastrutture ad hoc in base alle varie componenti di traffico: (i) la componente locale, a veicoli leggeri e turistica potrebbe sfruttare la Romea (una volta ammodernata in sede, semplicemente senza Autostrada); (ii) quella a lunga percorrenza il trasporto su rotaia; (iii) quella su gomma essere indirizzata sulla A13 e magari potrebbe convergere su poli di snodo (quale interporto di Padova, qualora fosse possibile e/o sensato secondo le logistiche). Non per forza si deve spostare tutto su gomma pesante.
3) Bologna esplode? Le alternative su base di opere già esistenti e semplicemente da ammodernare esistono. Mentre l’Europa investe sulla ferrovia, in Italia sviluppiamo la gomma?
